The Ministry of Electronics and Information Technology (MeitY) in India officially announced the significant migration of mandatory registration standards by publishing a notification in the “Gazette of India” on November 7, 2025. This move fully replaces the two standards, IS 13252: Part 1: 2010 and IS 616:2017, with the new standard, IS/IEC 62368-1:2023.
- New Standard and Replacement Relationship
Original Standards: IS 13252: Part 1: 2010 and IS 616:2017 (for Information Technology Equipment and Audio/Video Equipment, respectively).
New Standard: IS/IEC 62368-1: 2023 – “Audio/video, information and communication technology equipment – Part 1: Safety requirements.”
- Expanded Scope of Products
In this notification, MeitY has added a new product category, including Extended Reality Products (XR) (such as Augmented Reality (AR), Virtual Reality (VR), Mixed Reality (MR), etc.), to be listed under serial number 65 of the Compulsory Registration Scheme (CRS) schedule.
- Key Transition Period
The standards will operate in a co-existence mode. Please pay close attention to the final compliance deadlines for different product categories:

Please note: After November 1, 2028, IS 13252 and IS 616 will be completely withdrawn, and all products will only be subject to IS/IEC 62368-1: 2023.
- Subsequent Implementation and Guidelines
As of now (November 13, 2025), BIS has not yet published the new application procedures for IS/IEC 62368-1: 2023, nor has it released detailed migration guidelines.
The Bureau of Indian Standards (BIS) will promptly update the Compulsory Registration Scheme (CRS) portal and publish detailed implementation guidelines regarding the standard conversion and migration. Once the relevant department formally releases the guidelines, we will notify everyone immediately to facilitate your corresponding product planning and certification preparation.
